EU draft list denies Saudi Arabia and Oman eligibility for EU metal-scrap imports from May 2027 (feedback to 16 Oct 2026)

The European Commission's draft list of non-OECD countries allowed to import EU waste leaves out Saudi Arabia and Oman for metal scrap from 21 May 2027; the final list is due by 21 Nov 2026. Saudi and Omani mills would need to buy more scrap locally or from the UK, US, Japan and Australia, which opens space for non-EU scrap exporters and Gulf collectors.
