The same EU draft would also block scrap exports to Morocco, Saudi Arabia, Oman, Tunisia and Pakistan from May 2027. Morocco is the biggest exposure after Egypt, because its imports of EU scrap have almost doubled year on year. Moroccan EAF mills will need non-EU scrap suppliers.
